The British parliament’s All-Party Parliamentary Group (APPG) on Hong Kong has today announced the launch of a report into human rights abuses perpetrated by the Hong Kong Police Force against humanitarian and medical workers.

The report concludes that the Hong Kong Police Force impeded the medical treatment of those who were in need and of the general population, breaching international humanitarian laws and the Sino-British Joint Declaration.

At a press conference marking the release of the report, IPAC member Baroness Bennet called for sanctions on those responsible for these abuses, including Chief Executive Carrie Lam. The report also recommends that the UK government considers Hong Kong humanitarian workers under the purview of refugee status.

The Group heard testimonies from a number of sources, many of whom submitted evidence at great personal risk. IPAC member Alistair Carmichael MP commented: “Traditionally, the idea of policing by consent was absolutely central to the operation of the Hong Kong Police Force. But this idea has been lost.”
